Wilshere, who is the final year of his contract, is back at the Emirates after spending the last year away on the south coast at Bournemouth and had one of his more injury-free campaigns, though it did end prematurely due to injury.
He was heavily linked with another loan move away this season, with Sampdoria, Birmingham City and West Ham reportedly interested but Wilshere decided to stay and fight for his place and earn a new contract at Arsenal.
Usta told reporters in Turkey that he tried to tempt the England midfielder to his side and made progress but was ultimately unsuccessful.
He said: “I held direct talks with Jack Wilshere.
“We wanted him on loan and were close to a deal but the move stalled at the last moment.”
Wilshere could feature for the Gunners as they make their Europa League debut on Thursday at the Emirates when FC Koln are in town to kick off the European campaign for this season.
